当时，波兰有一支名为“公民民兵机动预备队”的准军事警♥察♥组织，简称Z.O.M.O。
于1957年首次使用。该编队是在东德教官指导下，并经过其训练而组建的。
ZOMO 定位属快速应变部队。
在1981年起的戒♥严♥法令的强制实施期间（戒♥严♥至1983年才结束），ZOMO对
和平抗♥议♥者的行径，与随后对死亡事件负责者的起诉不足，
是结束共♥产♥主义政♥权♥的主要因素。
1981年12月14至28日，波兰有250间大学和工厂等机构罢♥工♥罢♥课♥，
抗♥议♥政♥府♥戒♥严♥令。政♥府♥出动80,000军人、1,600辆坦克和1,800辆
装甲运兵车镇♥压♥，官方数字指17人死亡。

ZOMO成员，配备了各种警♥察♥和军用车辆和各种枪♥支♥以及各种武力设备。
1980年代后期，ZOMO分支机构拥有近13,000人，
驻于全国主要城市的军营中，最大编队驻于华沙。
